Dr. Lorraine served as a consultant during the preparation of a Fair Housing Impediment Study. This analysis was to identify barriers to fair housing required by the Department of Housing and Urban Development. This study was conducted by members of the Equal Opportunity staff and Lee County's Department of Human Services.

Lorraine's accuracy, professionalism and her ability to lead a team of interns, was most impressive. The interns were hired to assist her with this project. Though they had the basic skills needed for the research, they had not been exposed before to a project of this nature and magnitude. In a very short time, they too, became invaluable to us all. Dr. Lorraine dedicated considerable time in preparing goals, objectives and timetables for the team which kept the project moving. This was essential as the analysis had to be completed within six months.

Dr. Lorraine was especially astute in her presentation of the data. She clearly preserved the integrity of the data, highlighting the areas of concerns from her final analysis. She was very adept in order to minimize controversy. The analysis occurred during a rather awkward period where additional conflict on the subject would have merely hampered our efforts in this area.
